Why bad routing advice on 95Express and 495Express in Virginia?

I drove these the other day (95Express from southern terminus in Stafford County, VA to I-495 in Fairfax County headed north and 495Express from southern terminus in Springfield, Fairfax County to northern terminus north of VA-267 in McLean (pronounced mclain)). Both of these are managed by Transurban.
I got nonsense routing instructions to leave these managed lanes and follow a slow and off-freeway route instead, which I ignored.
Sounds like something is wrong somewhere. There was not any congestion or even one incident to justify such re-routing.

Is this offline or online mode? If you go to https://mydrive.tomtom.com/en_ca/#mode=viewport+viewport=54.4641,-3.23499,4.67,0,-0+ver=3 and plan route. Does it show the same rerouting?
