Is Live Traffic Using RDS /TMC Services still available to older Sat-Nav models in the UK in 2020?

I have since found this document that might explain what is going on with TMC in the UK:

To me, it reads like the green light for UK's TMC services can be withdrawn over time.
I think it has now happened; traffic services now being delivered by the use of a SIM card and /or a smart phone.0

depends if you have a compatible one.
bare in mind RDS-TMC does not connect to tomtom live service. It works on radio signal.

I am aware that TMC was /is service is delivered by radio signals. I have 2 sat-navs that use it. Both have worked reasonably well in the past but the service has degrading in more recent times. I suspect it has now been quietly dropped!
Early sat-navs with the TMC option used FM and then later moved to using DAB. However, that technology since lost out to Traffic Data being delivered by either an integral SIM card or a Smart phone.
Some sat-nav manufacturers / some countries in the EU are either using fewer transmitters for broadcasting the info or have just discontinued using it?
My question is: For those of us with the older sat-navs in the UK; is the TMC service still available? Yes or No?
