Uruguay coverage ?

Dear All
My apologies if this is unanswerable, but does the 75% coverage of Uruguay mean equivalent coverage as in Europe but only for 75% of roads, or only 75% of the detail of coverage as for Europe, but for all of Uruguay ?
We have a road trip planned and want to try to find out whether there are areas of no coverage, so that we can take/get paper maps for the relevant areas.

    Major Roads, interconnecting roads are all 100% covered. When a % is shown in detailed coverage it means that 75% of the local roads and small single roads are covered. Once a country is in detailed coverage it means its already a well matured map
