Why does TomTom direct drivers through the vehicle exclusion zone in Granada, Spain?

I recently stayed in Granada and was directed through the vehicle exclusion zone without any warning and have received a fine of €56. By the time I saw the signs it was too late to reverse or avoid.
Google maps was able to provide directions that avoided the exclusion zone! TomTom was useless for the five days I stayed in the city.
