Unless your device was purchased in Europe then you will be unable to get Europe Safety Camera info

You VIA 1515 is a US device, if you try to go to the American site to get European cameras you would end here https://www.tomtom.com/en_us/drive/maps-services/shop/safety-camera-updates/europe/ which will end up as "That page could not be found."
