Just bought a new Moto G 2nd gen (Android 5.0.2) and loaded TomTom on it....and it all loaded into the phones memory rather than on to the empty (!) 32Gb SD card
So, has this been resolved as it seems not......

I have also attempted to install on another brand new phone with a brand new (empty) 32Gb SD card and that too installed to the phone's memory rather than the card !
In both cases I have un-installed the app, re-booted the phone and installed again....and yes, you guessed, it went to the phone's memory again

I believe I can solve your problem for you, after you have deleted the app go into your phones settings and change the default location for where your phone saves things to. Change it from internal memory to sd card, then re install the app.
What Device you using to install ? Pleased it worked!
Im using Android Car Head Unit in a VW - has about 5GB internal storage - Europe map is 6.1 GB but cant get it to install this bigger map - all smaller maps install thou of course,
I also have a Samsung Tablet and ive installed all maps to SD Card no problem on the samsung at all.
It could be a naming issue. I suggest you use a file manager, I usually use ES File Explorer, and investigate what name has been assigned to the external storage. E.g. my Samsung phone uses extSdCard. It may be an unusual name that TomTom needs to add to their search paths.
no way to install maps on external sd. Deleted app and all folders, Go still tries to install map to internal_sd instead of external_sd (and of course no space for full europe). 3.2gb free on internal sd, 28gb free on external. Please solve this issue because not having a CHOICE is ridiculous.

a little update about the procedure to be 100% functional in all cases:
- install go app
- start it
- quit
if is possible to download at least a small map:
- restart and download a small map
- quit
- move map to external storage (all Android/Data/tomtom.gplay.navapp folder)
- start app
- let it crash then kill it
- continue
- go to /Data/Data/tomtom.gplay.navapp/share_prefs/
- edit the 2 files:

Because I try it, and now, I have only 1 entry on this file com.tomtom.navui.settings.xml.
And when I reboot, TT launch but never realy start ...
And other question, do you know if it has a way to not download maps every time you install TomTom ( on a new device for exemple) ?
I made a backup of Europe Map (6.5go) but TT doesn't see, and re download all of it ...

As you seem to have done all the troubleshooting I can think of I'd recommend you to contact Customer Service. They can dig deeper into this.

That's exactly the reply I received from c/service too....although it appears to have worked

1) you need root
2) on kitkat 4.4 (and probably others) you need to give apps read/write permission to the sdcard. See http://winaero.com/blog/unlock-external-sd-card-writing-for-all-apps-in-android-4-4-kitkat/
3) I used total commander to edit the files
