Live Traffic Options

Hi two related questions I am hoping someone can answer:

1. In what cases would you pay to subscribe to live services? (Most devices seem to have live traffic via smartphone as a free option, and my device (Start 50) is too old for live services to work.)
2. Is there a way to get accurate live traffic without needing a smartphone to be in the car?

    GO 5200/GO 6200/GO premium x. has the free live services via the GPS built-in Sim card.
