Hi,
I currently have 2 tomtom devices , 1 with Europe and Camper maps and one with uk and europe maps, the one with Camper is no longer working, can i have the camper map made available to load n my 2nd device?

Maps are tied to the serial number of the device they were supplied with or bought for and are not transferable to another unit.

Both devices are registered to the same account, why if I have paid for the maps can I not transfer to my other device, what you are saying is the unit that no longer works I lose the maps and have to pay again or upgrade to a new sat nav?0

Being on the same account makes no difference. You can have as many as 10 units on the account and if you decide to buy a Map then it is allocated to the individual unit that you specify. You cannot load that map on all 10 units.

A GPS = a map it is not possible to transfer a map from one device to another GPS your GPS has lifetime updates
