Phone tethering for traffic

Just changed from a Go 1000 Live with traffic subscription to a GO Discover which uses the phone.
How does the GO Discover cope with 2 phones if I'm driving with my wife and we both have tethered our phones to the same device?
Why is there no way of phoning the real Tomtom but it's super easy fall into the scammers site https://www.tomtomupdate.live which everyone seems to know about, but has not been taken down yet?

The first bluetooth device you pair with the Discover is the primary connection. If there is more than one connection available the Discover will pair only with the primary one. If the primary one is not available the Discover will not pair with anything unless you manually connect it from either the phone or the TomTom menu. In other words, it will store other bluetooth connections but will not search out ones other than the primary one. At least that's how mine works.
WiFi is different -- the Discover WILL try other stored connections when it starts up.5 -

The scam sites are difficult to remove. They can operate from countries where it is very difficult to prosecute or even to find who to prosecute. But TomTom is not very different. If I google Microsoft support or Quickbooks support etc.. etc. many scam sites are returned well before the legitimate sites.

One more question, can anyone explain why allowing a personal hotspot and connecting to wifi are mutually exclusive?0
