RDS-TMC is not working after update of Carminat system

A fews week ago I've updated the SD-card of my Carminat system (build-in in a Renault Scenic III). After the update the RDS-TMC trafficinformation was not working anymore. The message was something like "Searching for travelinformation". I changed to manual enter channel frequency but that didn't had any effect.

Today I turned on LIVE Services and now the free traffficinformation is working again, even after turning off LIVE Services (since I don't have a subscription it doesn't make sense to have LIVE Services on).
