Why an upgrade requires a fee for a speed camera upgrade, even though there should be lifetime upgrades

Welcome to the community! Your TomTom already comes with updates for speed cameras for the lifetime of the device.
If you are referring to, the error you see on the account page, then its a bug already reported to our team. Please see my reply on a similar topic-
