Welcome to the community! LIVE Services are not activated using TomTom HOME. It's in on-the-go over the air service.
Just reviewed your TomTom account and I see the service is active I think the SIM card is disabled as the previous subscription expired back in 2013.

You can contact our customer service to raise a refund request.

Try the following:-
Tap Support at the top of this page
Sign in Top Right of next Page. (you have to do this)
When signed in Tap Contact Us bottom right
Help Box appears and after a few seconds Get in Touch also appears
Tap Get in Touch
You are now offered Chat or Email. If Chat is closed it will tell you the hours that it will be available.
Chat is busy you may have to try a few times.

It's possible to buy LIVE Services, but the device won't connect if the SIM is not active.
Unfortunately, once disabled the SIM cards cannot be reactivated. That was also the reason we sent out a communication email in advance to all our customers with inactive services/subscriptions.
