In 2019 i bought a license for tomtom on my android phone and i could use that on 2 devices.
the license was for 2 years.

If your second device is non-android device like e.g. iphone that is correct.
But if you have two android devices you can use app on both, as long as you use same Playstore's account on them to buy subscriptions.
New subscriptions are auto renewing, platform specific and not tied to TT account.
If your old 2019 license has not ended just log in with the same TT account you used when you bought it first time, app should honor it.5
