£65 FPN for TomTom routing through London

Recently swapped my TomTom Go 5100 for a Go Premium and used it for the first time in December 2020 on a work trip to Piccadilly in London from Essex. The routing through London can only be decribed as totally bizarre, like a tour of all London'd highllights: Fenchurch St station, The Mall, Pall Mall, New Scotland Yard etc. On the return journey it routed me in a similar way, including a trip down cobbled Wapping High Street which cost me £65 via a FPN from Tower Hamlets Council. Does TomTom routing not know about prohibited places?
