kernel32.dll is system dll for Windows operating system. Find it on another healthy computer and copy it to your system32 or syswow64 folder(for 64 bit).
Or probably you might have to restore the operating system to get back the missing file.

This may also be an incompatibility between the software version and the Windows version of the PC.
I presume you try to install MyDrive Connect (MDC) on your Windows VISTA computer. For that you must use the MDC version specific for VISTA/XP, you can find it here: https://help.tomtom.com/hc/en-gb/articles/360013959499-Installing-MyDrive-Connect
You say you have a VIA but I can't determine the model, if it's a NAV3 or NAV4/5 (TomTom device generation)
Depending on the model of your TomTom device, if NAV4 or NAV5, when you connect your TomTom device to the PC you will need to follow the process of this FAQ to install the TomTom driver for Windows VISTA/XP. https://help.tomtom.com/hc/en-gb/articles/360013959759-MyDrive-Connect-Update-for-Windows-Vista-and-XP
