Start 25 can't receive Traffic data by RDS-TMC combined charger

I have two TomTom, one is Start 20, the other one is Start 25, they both have RDS-TMC combined charger, same models, Model: 4UUC5B

Start 20 can receive Traffic, the TMC cable pick radio station immediately, but Start 25 can not, "spinning circle" and keeps "looking for radio station".

I thought it might be cable faulty? So, I tried these combination:
  1. Start 20 cable + Start 25 Device.
  2. Start 25 cable + Start 20 Device.
Neither works.

Only Start 20 cable + Start 20 Device works well.
I have done factory reset and 20 seconds recover already, it doesn't help.

It is really weird. At least, I can confirmed Start 20 cable and Start 20 Device are functional,
But, why "Start 20 cable + Start 25 Device" doesn't work ?

    Test them again today, park my car very far from my apartment, then, both charger worked with my Start 20, traffic info showed up very quickly.
    But, Start 25 still doesn't work.

    Is my Start25 eligible for TMC? Is it lacking some software update?
    In MyConnect, everything is up to date.

    Tested this cable at the same location, the charger works well with another Start 20, but this Start 25 can't pick up radio station, "spinning circle" only.
    I've done 20 seconds, and do a device restore as well. My Start25 is up to date.

    Welcome to the site....
    Have you tried a Soft/Drum roll restart on the device ??? This restarts the devices Operating System afresh

    RESETTING YOUR NAVIGATION DEVICE

    Charge the device for at least 2Hrs….
    (Preferably Mains powered something like a Smartphone Charger using the Tomtom USB lead)
    OR have the device plugged into a power supply while the device is restarting
    Press and hold the on/off button until you hear a drum-roll sound then release the on/off button.
    You won’t lose anything; it’s just like rebooting your PC
    I use a Soft/drum-roll start after any upgrade large or small.
    It’s also useful to keep in mind for sorting out most minor niggles....

    Reset is many times. Does that function require some subscription?

    I need to check with my team if the RDS-TMC package on your Start 25 device is corrupted and if it can be repaired by installing a fix remotely. I cannot promise this will work but I can surely try.

    Could you send me the serial number of your device through a private message, please?
