Why is Tomtom maps so far behind updating new roads, housing development and routes compared to Waze

does the development area impact navigation. Does it impact the routing. as long as the device has maps to take you to your destination you are good. still consider reporting it using mapshare https://www.tomtom.com/mapshare/tools5 -

I noticed a new development was added to Apple Maps before any other mapping service (that I use anyway).
Even now, Apple Maps and OSM show the currently accessible roads, TomTom has some of the new main roads, and Google shows the farm land that was there previously.

One particular new development still does not show all roads visible in Apple Maps on MapShare Reporter (I don't actually used TomTom as anything other than a way to get new roads into Apple Maps)
