Adding information to one's profile

Viewing my profile I noticed that both navigation device and country were blank. I used the edit option on the drop down list under the icon to the left of my avatar on the top banner and added the mising information. When I clicked on the save button I got a message saying I did not have permission to do this. If I do not have permission how does the missing information get added?

    How is a new user supposed to know that?
