From the information I received so far, its a sticky thing can be used for the purpose of getting off any fine pieces of dust, hair, etc from the touchscreen.
Goggling around for 'Fitting Screen Protectors'....
Its probably a Dust Absorbing Tacky strip to remove any remaining dust from the screen that's left behind after the using the Alcohol Wipe and the Micro fibre cloth....
Nope, it would only cover about 1/3 of the screen.
Reference 12v car power supply adaptor in the photo?
There was other stuff in the box that's not on the 'in the box' sales page but I know what they are for - a card for squeegeeing down the screen protector, an alcohol wipe for cleaning the screen and a very linty lint free cloth for wiping the screen.

Yes, I think dust removing tacky pad for when fitting the screen protector is probably what it is for.
