Why do map-updates take so long?

I've noticed that it may take a year or more for even new bits of main roads to be registered in the maps. That is even for bits of road where 1000s of vehicles suddenly travel every day in the middle of what the SatNav thinks is forest. TomTom should avoid this situation by collecting anonymised routes that can be used to detect such situations and use that information to update maps. If the driving-pattern in a region changes you should be able to detect that both to update maps accordingly and to correct/improve route-selection.
