Why doesn't update work?

About 6 months back I sent in an update on new speedlimits where I live. After about a month when nothing happened I tried again. I've tried at least three more times since then. Same outdated speed limits.
What's the point in sending in updates when nothing happens?

I've been sending updates via my device for incorrect speed limits for 18 months and despite a good few map updates they are still wrong.
I have also sent in updates via the mapshare tool with nothing being done.....bit pointless huh

The update now button remains grey and does not do anything. Where’s the answer for this?
