How are you able to tell if a street is one way

I have put in for a request to make S Railroad St from E Main St to the post office on S Railroad St a one way street and get refused multiple times. I have sent this request in because I was a police chief in this town for seven years when it was a one way and live close by even now. This is a one way street and has signs to prove it. Now, if you know something that the Department of Motor Vehicles, The Town of Micro, and the present Police Chief does not know, please by all means please let me know and how do you do it from thousands of miles away. This is not the first time that this has happened and probably won't be the last. Just letting everyone know what type of operation that you are running.
