No, just don't connect it to the internet. Disable tethering on your smartphone.1

It is a pity that we can not turned it off.
Not allowing to connect to the internet is a solution but then we also need to delete the wifi connection which is needed to update the device. Unfortunately, traffic data also downloads automatically when wifi connection is turned on. Moreover, when we have no connection to the internet, an icon appears, informing about it (it also bother).
Let's hope that the next updates will allow to get rid of this onerous service.0 -
Go to the Bluetooth settings.
Open your Phone connection.
Disable TomTom Services
Receive real-time traffic information, speed camera updates and MyDrive using your phone’s data connection. This feature uses approximately 7 MB of data per month.
Note: Smartphone Connected devices only. All other devices receive services via the built-in SIM.
And leave Hands-free calls
Receive and make calls on your navigation device. Get full access to your phone’s personal assistant - Siri or Google Now™.
and Smartphone messages
Receive SMS and messages from other smartphone apps on your navigation device. Messages can be read aloud so you can keep your eyes on the road.
Note: iPhones or Android™ (5.0 or higher) smartphones only.

Not so...
The Traffic is via TomTom services which is via Bluetooth to the phone and as Ste7ios says, tethering (network share, data share, connection share - as they are also known as). The WiFi is only used for Updates.
Disabling bluetooth would do it, but then you wont get SMS messages or be able to make/receive calls.
RoadRider provides the correct and best solution, i.e.. just turn traffic off in the system menus.0
