Europe is split up into a number of maps so that you only need to download the maps for the areas you are interested in as well as any interconnecting countries for the ;longer routes. You should also download the 3 Europe Ferries maps as this also covers bridges between islands and countries as well as ferries. The map downloads are free.
There is not a single map of Europe or Eastern or Western Europe. I assume that Tomtom have done this so you avoid taking up as much as 9gb+ of your phones storage if you don't need all the maps.
Once you have downloaded the maps that will cover the routes you are likely to use then they all act as one map as you just search them all and the route is calculated from where you are to the destination. You can delete maps and reload maps as and when you want them.
Still not sure how you got to €64.99 as the annual charge is significantly less than that and is only for one year at a time.

When I open the Western Europe page, which is dated 2017, on your link it says do not download this app then Says Go for the new Tomtom Go Mobile for free instead.. This app was replaced by the New Tomtom GO Navigation app within the last month. This does not cost anywhere near the figure you are saying.per annum.
I would suggest that you contact Customer support to resolve this issue

Ok thanks I just suspended the purchase.
Strange thing is that I already installed the mentioned app, but it does not contain Western Europe charts as far as I can see.
