I have reset of the device. I have ensured the Tom Tome Home has the latest updates. I have checked the cord connecting the device (its ok and the device charges readily using it).
Does the device run OK normally?
Are you using a genuine TT lead?
Does you PC see it as an external device?
If yes then try running clearflash.exe 3 times allowing a reboot after each run http://uk.support.tomtom.com/app/answers/detail/a_id/6178/kw/clearflash/sno/1
Have you tried uninstalling then reinstalling TTHome?
Think you will find the link you provided for the Clear flash tool no longer works in that there is no 'download' button to click to actually get the .exe file downloaded
