Who do I contact for an order that hasn't arrived?

How do I contact Tom Tom about an order marked as completed 2 months ago that hasn't arrived?
Order 407686271 was shown as awaiting stock when original order was placed then it was marked as completed not long after and invoice said being sent from China.
It hasn't shown up in Australia even though payment was made at the purchase.
Tom Tom have no links to actual locations to make this follow up happen.
HELP!
