Does the GO Mobile app use cellular data?

I'm taking a trip overseas, and may not have access to cellular service, incluting, of course, data. If I download the maps for the country I'll be visiting, will the app be able to work using only the locally stored map and the GPS on my phone?

Yes, and you can simply test that by disabling your Cell-Data and starting TomTom.
So offline navigation works fine and the app only requires data for the Traffic information and speedtrap indication.

Without data the app will not work fully, in that there will be no use of traffic information to avoid congestion or to estimate jouney times and also no speed and safety camera warnings, but the basic route navigation will still work fine.
