How to update firmware of Spark to 1.7.64 version or latest?

I have linked the watch to tomtom sport connect but it does not update the firmware.

They may have halted updating to 1.7.64 because it caused a battery drain issue for many users and was only a bug fix, it did not introduce any new features. You should stick with the version you have if your watch is working and request a roll back to 1.3.255 at the link below if it is not:
