Explanation needed TomTom Carminat active service

This Question is several in one:
  • How does the system connect to the Tom Tom live service if as the manager from Vodafone technical department states the device does not have a sim card?
  • Does the Sim ID belong to the cars life span.
  • Can the live service be reconnected after several years of deactivation.
I hope someone technically minded can answer these questions.
