Is mobile data needed Just for NAVIGATION- GO mobile android

Can anyone confirm whether I need mobile data to use TomTom Go Mobile or does it just work like my conventional TomTom and just need my GPS to be on?

    It will navigate fine without mobile data using just a downloaded map and GPS signals if the user is happy to make do without benefit of traffic information or speed and red light camera warnings.
