Live services connectivity issues

My live services has not worked for a few months yet I purchased a 12 month contract on the 16th February 2017. I have connected to the computer at home and when I press live services, traffic, it just says please wait a moment for ages? GPS status says 67% strength

    connection disabled it doesn't give me an option to do anything
