Problem getting notifications

Just bought a Tom tom 3 runner. I want to connect it too my phone calls and texts. I've done what it's told me to do but that doesn't work. If I click down then onto phone it says sync then underneath pair new nothing about managing. Can someone please help thanks

    Connect the watch to your laptop and install the TomTom Sports Connect app. Upgrade your watch to the latest version. This should show you the managing option.
