no longer stays on...Tom Tom Via 1605, purchased March 3rd 2014

When I press the on button, it starts but turns off after approx 5 seconds
it does not seem to charge the battery anymore, what do you suggest?
can the battery be changed?, if so how? as it seems like I cannot open it
