I want to replace my runner watch band. Is the runner 2 or spark compatable?

As an example looking at the black strap here https://www.tomtom.com/en_au/sports/accessories/straps/black-large/#inTheBox and scrolling down to the bottom there is a list of compatible products which seems to list your device, so you should be good to go

No, all units in the Spark/Runner lineup (Spark, Spark 3, Runner2, Runner3 and Adventurer) are identical and all the straps are interchangeable. The only straps that will not fit are the ones for the original Runner1 and MultiSport, which is what you have. Those watches are out of production and the bands are too. Look on Amazon or eBay.
