Heart monitor on Runner 3

Heart monitor is on (runner 3) yet not showing my rate on the phone or watch. I have had it on for a week situated below my wrist bone and it is on tight enough. I have done a factory reset but no joy.
Any help gratefully received

    Are you sure you have a Cardio model? Are there LEDs on the back and when you press down from the clock and go to About does it say Cardio at the top?

    Thanks for the help. I thought I was bought the cardio model but it is the original runner three
