HOME cannot connect to the TomTom server (Server refused connection) error 2152398861

Just downloaded the latest software on to a (different) Windows 10 computer.
File version TomTomHome.exe
I updated the firewall to permit internet access for the program. Yet I cannot log in because of the error msg above. Are your servers down? How can I update my device?

    Welcome to the Community! This error appears when internet security software on the computer or the network is preventing TomTom HOME from accessing our server. Can you please make sure you're running an unrestricted, wired internet connection, which is not on a company network, a closed network, or needs a proxy connection.
