I will not be able to download my watch to my PC when I go on vacation. Since I will still be able to charge the battery, will the watch still function (record running activities) when the storage reaches it's capacity? Will disabling the HRM increase it's capacity?

    Once the storage fills up you will not be able to use it, it will give you a storage full message. On the original Runner it only holds 10 or so hours worth I believe (the newer models hold much more). You can sync by phone if you have a compatible one, which will clear the device. Disabling the HR will help a bit as it is saving less data, but it will not double it or anything. They have never published exact storage limits to my knowledge as it will depend on sensors used, duration of activities and other variable factors.
