Camera locations reporting illegal to touch mobiles?

With it being illegal to touch mobile phones while driving, how can any one use and report the camera locations and live information being useful especially with mobile camera etc?
Is there a solution or is this being worked on as other companies are bringing out options?

    I know of no law that criminalizes the touching of a mobile phone. Section 41D(b) of the Road Traffic Act does make it an offense not to maintain control of a motor vehicle by making use of a handheld device but a mobile phone in a dock or holder is not a handheld device. See: http://www.legislation.gov.uk/ukpga/1988/52/section/41D. Similar provisions are repeated as Section 26 of the Road Safety Act and as Regulation 110 of the the Road Vehicles (Construction and Use) Regulations.
