Data mining traffic info from the route planner

I've been looking at the route planner (online) recently as I'm looking at moving to Cambridge area.  This shows me where there are current traffic problems.  I have been wondering if historic traffic information is available for data mining to see where there are common traffic problems so I can avoid difficult areas.  Does anyone have any idea?

Not sure if they provide it for individuals. TT has the historic data (hence the IQ Routes), but I think those are for sale for organizations.
