@mrgummerson: At least on the XP it should work fine. Try to de-activate to antivirus and the firewall, for the time being. Other then that, we've tried everything.

I have finally solved my No GPS signal. I learnt a lot from the posts and saw bits of the Tom Tom I never expected to see in terms of diagnostic screens and start up procedures. I aslo now have an inbox full of hundreds of updates showing that I was not alone in my frustration. My solution? I have returned the unit to the retailer and got a full refund. I want a simple to use and reliable device!
Great respect and best wishes to all contributers to this issue -- I think the forum is great but in this case I dont think Tom Tom provided the solution that consumers needed --- ie simple and one step, hassle free for all --- we are not all as IT capable as some of the users on the forum.

All computers recognize when it is unplugged and plugged in , but they never go any further than connecting it should show the serial number is there any way to rereg my device i wondered if that might work

Guess what folks after two weeks - my GPS IS WORKING!
I decided to give it one final try, following @Zsolt above instructions.
This sounds nuts but the main thing I did differently was I was sitting in the car with 12v attached and charging, whilst I compeleted all the above. The Satellite Status showed 11 sats and within 5 mins bingo.
Hope this might help others.
I would like to once again thank the people in this Forum who for no payment are in my opinion doing a better job helping others than TomTom CS - shame on you TomTom - you owe your customers big time.
