I'm reading one report on a UK forum and reports on French and German forums that this is release for x20 and x30. But I've seen older references to it. So I'm not clear if it is totally new or an existing version being applied to other models? Any news?

It was offered to an GO 740 LIVE too just this morning. I don't know what the changelog is, I did not see any differences so far. This was in the release.nfo file that came with it:
[ID] LocalID = ['go720', 'go520', 'go950_4096_t_weu', 'go950_4096_weu', 'go750_4096_weu', 'go750_4096_t_weu', 'go750_2048_weu', 'go750_2048_t_weu', 'go750_1024_weu', 'go750_1024_t_weu', 'go940_4096_t_weu', 'go740_2048_t_weu', 'go740_2048_t_us', 'go540_1024_t_weu', 'go930_4096', 'go730_2048', 'go730_1024', 'go630_2048', 'go530_2048', 'go530_1024', 'go920']-9.430.890926.1-2008-9.430.1-2008.go.CAB-n
avcore-GO imageID = None-None.None [Image information] Birthday = Thursday 22 March 2012, 09:42:01 Image type = CAB Item number = 9.430.1-2008.go Item description = CAB-navcore-GO Changelist = 891159 Application version = 9.430 Application build = 890926.1-2008 Linux kernel = 842337
So it seems that it's released for a lot of GO models.

Could this be the version with the new routing algorithm? [I'm leaving it until later to do all the downloading and backing-up].

I read a couple of weeks back that it was out for testing. I assume it could be an answer to all the times you can be routed down 'cart tracks' or taken on a 35 mile detour to save 2 minutes. But I don't know until I've tested it.

The 9.430 is about the French speedcams; they're removed now. Instead, you have now so called 'danger zones'. I don't think they have added the routing algorithm update in this NC, I'm afraid they need a little more time for that ;-).

@thailand: I haven't seen the 9.430 personally, but on NAV3 devices with the new 11.035 it works like a charm (at least for me for sure). Have you updated your unit with the 9.430 and did you do a soft reset?
