this request for sharing of information has been implemented due to a change in EU law. EU law now requests that a user gets asked whether he'd like to share personal data or not. The problem is that personal data covers quite a lot of data. Even the SIM-ID is recognized as personal data.
So if you decline sending personal data you also decline sending your device's SIM-ID. Without a SIM-ID though a connection via the GSM network isn't possible. So if you decline sharing personal data the SIM card gets disabled and therefore you aren't able to receive the LIVE services any more.
